Abstract: Nuclear energy is already attractive on economic grounds in most regions. If carbon emission caps are broadly instituted it will be come even more attractive. Problems of safety and waste disposal can be dealt with through strict regulation and technical systems. Weapons proliferation concerns can only be dealt with through international agreements.
